Bill Steadman: Interim Executive Secretary

  • responsible for overall administration of the Conference Office including the supervision
    of all staff
  • supports the work of the various divisions/committees within the Conference
  • interprets the policies and procedures of The United Church of Canada, and acts as a
    knowledgable resource person concerning The Manual
  • provides guidance and support to the Presbyteries
  • acts as liaison between the Conference and the General Council
  • deals with public and media relations

The Executive Secretary may be contacted:

  • by Presbyteries when dealing with legal matters.
  • when dealing with procedures concerning 333 or 363 reviews.
  • dealing with duty of care issues, i.e., volunteer screening
  • for information regarding policies and procedures of The United Church of Canada
  • as a staff resource to Divisions of Communication, Finance, Nominations, The Old Hay Bay
    Church, the Archives and History Committee, the Alternate Dispute Resolution Committee,
    Agenda Planning Committee and others as the Conference and its Executive assign.
  • for authorization for ministers to perform marriages.
  • to review congregational constitutions.
  • to interpret the Conflict Resolution Policy.
  • for matters related to the Sexual Exploitation, Harassment and Abuse Complaints
    Committee (SEHAC)

Victoria Fillier: Conference Minister: Stewardship & Mission, Outreach & Advocacy

The Conference Minister: Stewardship & Mission is one of the two deployed ministers
in the Conference working out of a home office. This position resources the Conference Mission,
Outreach & Advocacy Committee, the Conference Stewardship Committee and the Support in Mission Committee and is available to Congregations and Presbyteries in a wide variety of issues at the entry
level of discussion.

The Conference Minister: Stewardship & Mission, Outreach & Advocacy may/should be contacted:

  • New Church Development/Redevelopment
  • as a resource to the Women in Ministry Committee
  • as a resource on stewardship issues and the Mission & Service Fund

Victoria Fillier: Conference Minister: Personnel Administration & Rural Ministry

The Conference Minister for Personnel Administration & Rural Ministry has two main areas of responsibility:

  • to act as a resource for the various courts and committees of the church in matters
    affecting ministry personnel
  • relates to Rural Ministry

Presbyteries may contact the Conference Minister for information or consultation regarding:

  • pastoral relations, Joint Needs Assessment Committee, Joint Search Committee
  • discernment & candidacy
  • pensions & group insurance
  • the sexual abuse policy workshops
  • workshop leadership for personnel issues
  • Rural Ministry

Pastoral Charges can contact the Conference Minister for information regarding:

  • Ministry & Personnel committee questions
  • changes in ministry personnel
  • becoming a minister in The United Church of Canada
  • upcoming workshops for M&P Committees, Joint Needs Assessment Committees,

Elaine Smith: Conference Minister: Personnel

The Conference Minister, Personnel serves as Minister to Ministers. This responsibility includes:

  • providing pastoral care and support to Ministry Personnel (Active & Retired), Candidates
    and their families
  • providing, or assisting to provide, opportunities for personal, professional and spiritual growth
    for ministry personnel
  • serving as a Staff Resource to candidates before both Settlement Committee and Conference Interview Board; resource to Bursary Committee, Interim Ministry Committee, Initial Years Committee, Supervised Pastoral Education Program, and the Ministry, Personnel & Education Committee

The Conference Minister, Personnel also administers the Restorative Care Plan and Long Term
Disability Plan of our Church and oversees candidates seeking Admission.

Jackie Harper: Conference Minister: Congregational Wholeness & Right Relations

The Conference Minister: Congregational Wholeness & Right Relations is a resource for the Leadership Education & Faith Formation Committee, Children, Youth & Young Adults Events Committee and the Alternate Dispute Resolution Committee. She has responsibilities in the following areas:

  • provides leadership and education in the areas of right relationships and dealing with conflict in a healthy manner, mission statements, congregatoinal covenants, strengthening leadership
  • provides leadership and education in the areas of faith formation, leadership development, children, youth and young adults
  • supports the creation of harmonious communities of all ages
  • provides education in the areas of intercultural relationships and gender justice
